The incumbent serves as the Director for the Newark VA Regional Office and is responsible for the establishment of their policies and procedures consistent with national mandates; providing executive leadership and directions for subordinates in the investigation and solution of problems arising in the Regional Office's administration of Veterans benefits programs and services. The Director delegates authority and responsibility in line with VA policies and procedures to supervisory staff exercising control as circumstances required to facilitate efficient and effective management that ensures that benefits/services are provided in a timely, objective manner with respect to speed, accuracy, customer, satisfaction, and employee development. Analyzes and evaluates results and accomplishments in each program to identify problem areas, directs remedial measures, and follows up to assure maximum improvements and service at optimum cost. Responsible for determining Regional Office goals and the development of long and short-range plans to achieve these goals. To accomplish this, incumbent determines the resources required, allocates available resources among subordinate units and is responsible for the effective and economical use of these resources. Determines need and develop plans for necessary organizational changes to meet changing requirements placed on the RO. These changes involve organizational structure, subordinate positions and operating budgets. Incumbents establishes internal policy, determines program emphasis, and establishes procedures for the Regional Office to achieve effective coordination and communications with internal and external customers. Incumbent directs the administration of an effective position management program for the Regional Office. This involves the Director directly in the review and evaluation of subordinate managers for conformity to established polices and standards and to ensure high quality and timely performance of the Regional Office's mission. The Incumbent oversees the direction of all human resources management functions for the Regional Office and resolves grievances or complaints that cannot be resolved at lower levels. Oversees the preparation of budget estimates and ensures effective budget control. Within the framework of allotment restrictions, authorizes and is responsible for distribution of personnel and allotted funds to provide the essential services in an efficient and economical manner and with maximum effectiveness and manpower and equipment utilization. Responsible for conducting an effective Incentive Awards Program; carrying out an aggressive safety and fire protection program; maintaining optimal utilization of space:
and for liaison with building services. Responsible for budget estimates for contractor support and equipment. Ensures the development, coordination, and Implementation of effective information security procedures as Identified by the Office of Management and Budget, the National Institute of Standards and Technology, VA policy, and VBA policy and guidance documents. Responsible for establishing and maintain effective public relations with veteran population, Veterans organizations public officials, state and local government officials, education and training establishment officials and general public. The public relations program is designed to obtain the best possible relationships with the general public and to obtain the public's understanding and support of the federally administered veterans' programs. The Director represents and acts for the Secretary of Veterans Affairs and Under Secretary for Benefits, as appropriate; reviews and approves within prescribed policies the conduct of relationships between the Regional Office and veterans, and control relationships of employees with firms transacting business with VA. Experience:
Applicants must possess one-year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation. Specialized experience is characterized by a thorough knowledge of delivering Veterans benefits services in a VBA business line or a Regional Office setting which include all of the following:
Establishing priorities and determining resource needs to meet program objectives; directing, coordinating, and approving a full range of personnel management actions and organizational change proposals; directing comprehensive and complex program reviews; monitoring and controlling program progression and effectiveness through analysis of policies, directives and organizational short and long range goals. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
