In addition, the Rating VSR may directly interact with the veteran and his/her representative or advocate. Rating VSR duties include but are not limited to:
Applies a wide variety of reference materials to include manuals, directives, letters and other guidance in the decision-making process. Analyzes Claims to determine if diseases and/or injuries were incurred or aggravated by military service in the line of duty for purposes of compensation, treatment or hospitalization. Assures proper application of the Rating Schedule and other applicable instructions, and is fully accountable for proper analysis, appropriate development and final rating decisions. Prepares letters, rating determination documents, and other written material for internal and external customers. Applies knowledge of anatomy and physiology, diseases and disability to assess sources of evidence and information necessary to determine percentages of disabilities, permanent and total disability, and entitlement to compensation, pension and vocational training. Individual(s) selected for this position must be available to attend a mandatory 8-week consecutive training session. This training may require official government travel away from the permanent duty station to a different city and/or state. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10.For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience which required interpretation of evidence (medical, benefit and/or legal documents), to assist in preparation of legal cases, to determine eligibility of benefits/services or to assist in performing clinical research, clinical or physiological studies, evaluations, or medical treatment. Examples of specialized experience include, but not limited to:
Determining the eligibility for federal or state-administered benefits, such as:
disability, education, housing, medical and/or veterans' benefits; Applying federal and state laws to process claims pertaining to a service, disability or benefit program; Gathering and requesting evidence to build service program case files, respond to claimant inquiries, and identify errors, inconsistencies or omissions; Explaining decisions to claimants, customers special interest groups, dependents and/or representatives in an effort to gain understanding of determinations; Processing claims for eligibility for workers' compensation benefits to determine appropriateness and amount of worker's compensation claims; Performing, ordering and/or evaluating diagnostic tests to identify and assess patient's condition, report symptoms or changes inpatients' condition, maintain accurate detailed reports/charts. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related GS-12:

Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Master's Degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
This position is primarily sedentary with some walking, standing, bending, and carrying or lightweight items (eg. folders, claims files, etc.) This position has a position sensitivity level of Public Trust-Moderate Risk. Selections made under this announcement are conditioned upon favorable adjudication of a Minimum Background Investigation (MBI) per Handbook 0710. An investigation will be conducted after the effective date of the selection. Persons currently holding the appropriate clearance do not require additional investigation. Persons receiving unfavorable adjudication are ineligible to remain in this position. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
