Vocational Rehabilitation Counselor

Major Duties:
- The Vocational Rehabilitation Counselor (VRC) provides and coordinates a wide range of rehabilitation and personal adjustment counseling services to disabled veterans and other eligible individuals. - The services provided include:
initial rehabilitation evaluations, entitlement determinations, rehabilitation planning, problem solving counseling, case documentation and management, employment services, psychological testing and Interpretation of test results, and guidance to junior VRCs. - The counselor assesses data received from medical, psychological, and vocational evaluations and develops complex individualized rehabilitation plans. - Collaborates regarding employment resource development and placement. - The counselor acts as a liaison with local military installations, particularly with military personnel in the medical evaluations and discharge process and other support services. - At the full performance level, the counselor may oversee casework performed by lower-graded Vocational Rehabilitation Counselors and Specialists. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Education:
This position is covered by a single agency qualification standard, VA Handbook 5005/6, part II, appendix F2, dated June 3, 2004. All applicants must meet the Basic Educational Requirements and Specialized Experience described below, to qualify. BASIC EDUCATIONAL REQUIREMENT:
Satisfactory completion in an accredited college or university of all the requirements for a Master's degree in rehabilitation counseling, including an internship. For a Master's degree in counseling psychology or a related field, including at least 30 semester hours of course work in such areas as foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability. Total graduate study must have included or been supplemented by a supervised internship. For master's degree programs without a supervised internship/practicum, substitution is allowed for successful professional experience following completion of the master's degree. Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs. Experience:
In addition to meeting the Basic Educational Requirements stated above, one year of post-graduate level professional vocational rehabilitation counseling experience, equivalent to the GS- 09 level is required. OR In addition to meeting the basic educational requirements, successful completion of 3 full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree in rehabilitation counseling or counseling psychology. GS- 12:

In addition to meeting the Basic Educational Requirements stated above, one year of post-graduate level professional vocational rehabilitation counseling experience, equivalent to the GS- 11 level is required. NOTE:
SUBSTITUTION OF WORK EXPERIENCE ONLY APPLIES TO THE INTERNSHIP REQUIREMENT. IT DOES NOT REPLACE OR SUBSTITUTE THE BASIC EDUCATIONAL REQUIREMENT OF A MASTER'S DEGREE. If one year of work experience is credited for determining minimum qualifications, that year cannot also be used for determining grade level. For example, for candidates with two years of qualifying work experience, but no internship/practicum, the first year of experience is used to meet the basic requirement and the second year of experience to qualify for GS- 11. The primary degree required under this single-agency standard is Rehabilitation Counseling. For related degree programs other than Rehabilitation Counseling the focus of the Master's degree program must have been on rehabilitation counseling as evidenced by the coursework required for the degree. An unofficial transcript must be submitted with your application. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
